Discussion
and possible action regarding proposal of YMCA to provide the City with
contract recreation services: Mayor
Nieuwenhuis noted the Parks and Recreation Commission has voted to hire a Parks
and Recreation Director and approximately 35 applications have been received.
The Council discussed the YMCA proposal, which was presented by Joe Peyer at the joint meeting of the Common Council and Parks and Recreation Commission on June 16th. They also discussed the idea of possibly restructuring the Parks and Recreation Department. Concerns were raised about long standing employees, mostly of the Parks Department, who could possibly be required to become YMCA employees and lose their benefits. Mr. Peyer has recently resigned from City employment.
Alderman
Johnson moved to have a meeting with the Parks and Recreation Commission, the
Common Council and Mr. Peyer to see what he would be willing to do. The motion
was seconded by Alderman Kilkenny. During post motion discussion, Alderman
Johnson clarified that the intent of his motion was to get feedback from Mr.
Peyer, as a long time resident who is knowledgeable in recreation issues, to
share his ideas on how the Parks and Recreation Department’s recreation
programs could be improved, expanded and/or possibly refocused. A tentative
date would be July 13th. The
motion carried unanimously.

Comments: Susan Sorrentino, attorney
for Lake Lawn Resort, indicated Lake Lawn has paid the main amount in question
under the cost recovery agreement of $87,204.58 that covers everything that is
currently due. She indicated Lake Lawn is paying in good faith although they
still dispute some of the amounts and the City would issue a credit if
appropriate. There is also a disagreement on how the engineering fees for
construction inspection are being designed that needs to be reviewed and
resolved.
Consider Request from Poly-Flex, Inc. for $15,000 assistance for curbing installation at 2233 Hobbs Drive: Bill Lechner, of Poly-Flex, Inc., explained the cost overruns they have had due to the soil conditions. The Development Review Committee has required curbing on the site that was unexpected as many other industrial properties do not have curbing. After much discussion, Alderman Siedelmann moved to approve $15,000 in assistance in a manner yet to be determined by the Finance Committee. The motion was seconded by Alderman Finley. The motion carried unanimously upon call of the roll.
Consider
possible Agreement with Delavan Resort Holdings for payment of outstanding
contested cost recovery agreement invoices and potential renewal of Class B
liquor license at 2400 E. Geneva Street:
Alderman Siedelmann reported on the many meetings with Lake Lawn. Lake Lawn has
paid all of the bills that are currently due. Alderman Finley moved to issue
the liquor license to Lake Lawn, the motion was seconded by Alderman Johnson. A
discussion was held on payment of the taxes that are due to Walworth County.
City Attorney Koch advised it may not be appropriate to withhold the liquor
license for a bill due to another entity. After much discussion Alderman Finley
called the question, seconded by Alderman Kilkenny and unanimously carried. The
motion to approve the Class B liquor license for Delavan Resort Holdings
carried unanimously.
Due
process hearing to renew or non-renew the Class B liquor license for Delavan
Resort Holdings d/b/a Lake Lawn Resort, 2400 East Geneva Street, Kip Blair,
agent: No action necessary.

adjourned at 7:30 p.m. upon a motion by Alderman O’Connor, seconded by Alderman
Finley and unanimously carried.
