Comments: Greg Wright, 313 W Geneva
Street, spoke in support of a 5 Year Memorandum of Understanding with the YMCA
for recreation services. Lauren Pohn, Delavan, spoke in support of hiring
someone who is committed to Delavan. Tom Polzin, 301 Spring Drive, reminded the
Council of how many people were supporting Joe Peyer at the last meeting.
Mayor Nieuwenhuis indicated he received an e-mail from Alderman Reddy who has resigned her position as Alderman effective immediately. Mayor Nieuwenhuis thanked Ellen Reddy for her years of service on the Council.
Alderman Finley moved, seconded by Alderman Johnson to move several items on the agenda. The motion carried unanimously.
Mayor’s Appointment to
Library Board of Trustees for a 3 year term succeeding Peggy Fleck and Wally
Rouse beginning August 1, 2009 (subject to Council approval). Mayor Nieuwenhuis noted he has attempted contacts
with the several people, whose names have been suggested to him to fill
available seats in the Library Board. Alderman Siedelmann moved to table to the
call of the chair. The motion was seconded by Alderman Finley and carried
unanimously.
Consider approving Change Order on
televising and grouting contract with Great Lakes TV in the amount of $16,000
plus a 10% contingency. Alderman
Kilkenny indicated they have been televising and grouting sanitary sewer mains
and manholes to slow the rate of infiltration and inflow. Alderman Siedelmann
moved to approve the Change Order for televising and grouting contract with
Great Lakes TV in the amount of $17,600 that includes a 10% contingency. The motion was seconded by Alderman
Kilkenny and carried unanimously upon call of the roll.
Discussion and possible action regarding proposal of YMCA to provide the City with contract recreation services. Alderman Kilkenny noted this is a rare opportunity to enhance service delivery to Delavan by using more effective management tools. Alderman Kilkenny moved to refer the item to the General Operations Committee to look at providing alternates in our ordinance to allow the contracting of outside services in the recreation or parks area if the Council chooses to go forward. The motion was seconded by Alderman Finley.
A lengthy discussion was held on changing the ordinance to facilitate individual agendas. Mayor Nieuwenhuis asked City Attorney Koch to research if this would be a charter ordinance. After much discussion, Alderman Finley called the question. Alderman O’Connor seconded the motion. The motion to end debate carried 3-2 with Alderman Johnson and Kilkenny dissenting. The motion to refer the item to the GOC carried with Alderman Finley dissenting.
City Attorney Koch indicated he would be looking at the issue of a charter ordinance and provide information to the Council and General Operations Committee.
Adjourn: There being no further business to come before the
special meeting of the Common Council, the meeting adjourned at 8:00 p.m. upon
a motion by Alderman Siedelmann, seconded by Alderman Kilkenny and unanimously
carried.
