CITY OF DELAVAN              

    SPECIAL COMMON COUNCIL

November 17, 2009

 

Call to Order: Mayor Nieuwenhuis called the special meeting of the City of Delavan Common Council to order at 6:30 p.m. in the Municipal Building Council Chambers.
 
Roll Call: The following members were present: Mayor Nieuwenhuis, Aldermen Siedelmann, DeWitt, O’Connor, Johnson, Kilkenny and Finley. Also Present: City Attorney Koch, Director of Public Works Wendorf, Police Chief O’Neill, Fire Chief Flood, Parks and Recreation Director Klug, Golf Pro Piecha, Library Director McCrea, City Treasurer Wiese, and City Clerk Kitzman.

 

Public Hearing to Consider the Finance Committee’s recommended 2010 FY Budget and establishing a General Property Tax Levy of $5,218,946: Mayor Nieuwenhuis opened the public hearing. Alderman Siedelmann highlighted the recommended budget noting the total budget is $8,801,173 which is a reduction of 1.89% from 2009. The general property tax levy is the same as in 2009 at $5,218,946.

 

Lauren Pohn, 314 North 5th Street, spoke against the TIF District #4 and asked that the mill rate be lower. There being no further comments, the public hearing was closed.

 

Consider 2010 Budget and any amendments:  Alderman Siedelmann reviewed each department in the budget and asked for questions of department heads.

 

Alderman Kilkenny moved to add $500 to the Common Council Seminars and Conferences account 10-5111-5325. The motion was seconded by Alderman Finley and carried unanimously.

 

Alderman Kilkenny moved to increase 10-5611-5817 to $12,500 for a total of $10,000 to the Downtown Business Association; and decrease 10-5621-5621 Transfer to Special Revenue Fund by $5,000 to $25,000.  The motion was seconded by Alderman Finley. A lengthy discussion was held on how the recent resolution regarding the use of Special Revenue Funds would be implemented. The motion was defeated 4-2 with Aldermen Kilkenny and Finley voting in the affirmative.

 

Alderman Siedelmann noted the capital projects fund will need to be amended to add $3 million for the new Fire Station as well as $125,000 for the Police Department Mobile Data Terminals pursuant to the Goal Setting priorities. It was anticipated that City Administrator Salitros would be able to provide the changes to the capital project funds at the meeting on November 24th when the Budget could be approved.

 

Recess to Closed Session pursuant to Wisconsin Statutes 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Re: Delavan Rescue Squad, Inc. Alderman Siedelmann moved to recess to closed session at 8:05 p.m. The motion was seconded by Alderman Finley and carried unanimously upon call of the roll. Mayor Nieuwenhuis declared a five minute recess. During closed session the Council discussed negotiations with Delavan Rescue Squad, Inc.

           

Reconvene to Open Session with possible action on closed session discussion.  Alderman O’Connor moved to reconvene to open session at 8:29 p.m. The motion was seconded by Alderman Johnson and carried unanimously upon call of the roll.  

 

Adjourn: There being no further business to come before the Common Council the meeting adjourned at 8:30 p.m. upon a motion by Alderman Johnson, seconded by Alderman O’Connor and unanimously carried.
