    SPECIAL COMMON COUNCIL

November 24, 2009

 

Call to Order: Mayor Nieuwenhuis called the special meeting of the Common Council to order at 7:00 p.m. in the Municipal Building Council Chambers.
 
Roll Call: The following members were present: Mayor Nieuwenhuis, Aldermen Siedelmann, DeWitt, O’Connor, Johnson, Kilkenny and Finley. Also Present: City Administrator Salitros, City Attorney Koch, Director of Public Works Wendorf, Police Chief O’Neill, Fire Chief Flood, Parks and Recreation Director Klug, Library Director McCrea, City Treasurer Wiese, and City Clerk Kitzman.

 

Public Comments: Lauren Pohn, asked to close TID #4 bring the tax money back to the schools and people who live here.

 

R- 488 Consider adoption of the 2010 FY Budget and establishing a General Property Tax Levy of $5,218,946. Alderman Siedelmann highlighted the budget and moved to approve the resolution adopting the 2010 Fiscal Year Budget and establishing a General Property Tax Levy of $5,218,946. The motion was seconded by Alderman Finley. After discussion, the motion carried unanimously upon call of the roll.

 

Consider adoption of the 5 Year Capital Plan. Alderman Siedelmann explained Ehlers & Associates has developed a 5 year Capital Plan in conjunction with the Common Council. In keeping with the Council’s action at the November 7th meeting, the City Administrator revised the 5 Year Capital Plan. The two adjustments to the non-utility department portion of the capital plan included the new Fire Station as well as the mobile data computers for the Police Department in 2010. Alderman Siedelmann moved to approve the 5 year plan as presented. The motion was seconded by Alderman Finley. Alderman Kilkenny noted a savings of $1.6 million for the Water Utility by combining efforts in scheduling with the Public Works Department.

 

Alderman Kilkenny spoke on the Veterans Park Redevelopment. He expressed concern about spending more than $1 million to change Veterans Park and replace the Park Department shop. Alderman Kilkenny moved to amend the plan by changing the $500,000 relating to Veterans Park from 2011 to 2012. The motion was seconded by Alderman Finley. Alderman O’Connor and Siedelmann spoke against delaying the improvements. The motion was defeated with Alderman Siedelmann, DeWitt, O’Connor and Johnson dissenting.

 

The original motion carried with Alderman Kilkenny dissenting.

 

Recess to Closed Session pursuant to Wisconsin Statutes 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Re: Delavan Rescue Squad, Inc. Alderman O’Connor moved to recess to closed session at 7:22 p.m. The motion was seconded by Alderman Finley and carried unanimously upon call of the roll.

 

Reconvene to Open Session with possible action on closed session discussion. Alderman O’Connor moved to reconvene to open session at 7:44 p.m. The motion was seconded by Alderman Finley and carried unanimously upon call of the roll. Alderman O’Connor moved to authorize the City Administrator and City Attorney to finalize negotiations with the Delavan Rescue Squad and to prepare necessary changes to their contract. The motion was seconded by Alderman Finley and carried unanimously upon call of the roll.


Adjourn: There being no further business to come before the Common Council, the meeting adjourned at 7:45 p.m. upon a motion by Alderman Johnson, seconded by Alderman DeWitt and unanimously carried.
