CALL TO ORDER: Mayor Nieuwenhuis called the meeting to order at 6:30 p.m. in the Municipal Building Council Chambers.
 
ROLL CALL: The following members were present: Mayor Nieuwenhuis, Aldermen Siedelmann, Dewitt, O’Connor, Johnson, Kilkenny and Finley. Also Present: City Administrator Salitros, City Attorney Koch, Director of Public Works Wendorf, Library Director McCrea, Parks and Recreation Director Klug, and City Clerk Kitzman.

 

APPROVAL OF MINUTES: Alderman O’Connor moved to approve the minutes of April 13, 2010. The motion was seconded by Alderman Finley and carried unanimously.

 

PUBLIC COMMENTS:  Lauren Pohn, 314 N 5th, thanked John Finley and the Council for their service to the City. Allen Buzzell, 353 Tyrrell Court didn’t like television tonight. Alderman Finley thanked Gary Stebnitz for a clean and friendly campaign. He presented the Mayor with an egg timer for timing public comments. Mayor Nieuwenhuis presented a plaque to Alderman Finley for his four years of service as First District Alderman.

 

ADJOURN SINE DIE: There being no further business to come before the Common Council, the meeting adjourned at 6:27 p.m. sine die upon a motion by Alderman O’Connor, seconded by Alderman Johnson and unanimously carried.

CITY OF DELAVAN

ORGANIZATIONAL COMMON COUNCIL MEETING

     APRIL 20, 2010

 

CALL TO ORDER: Mayor Nieuwenhuis called the organizational meeting to order at 6:40 p.m. in the Municipal Building Council Chambers.

 
ROLL CALL: The following members were present: Mayor Nieuwenhuis, Aldermen Siedelmann, Kilkenny, O’Connor, Johnson, DeWitt, and Stebnitz. Also Present: City Administrator Salitros, City Attorney Koch, Director of Public Works Wendorf, Library Director McCrea, Parks and Recreation Director Klug, and City Clerk Kitzman.

 

Swearing In: City Clerk Kitzman swore in Aldermen Kilkenny, Johnson, DeWitt, and Stebnitz, Mayor Nieuwenhuis and Municipal Judge Ritchie.

 
COMMUNICATIONS: Alderman Kilkenny reported on the Temperance Building meeting and that the Delavan Historical Society has offered to take ownership of the property. They are also receiving donations to assist in the purchase of the property.

 

PUBLIC COMMENTS: John Finley thanked the citizens for the opportunity to have a lot of fun and support the City of Delavan. He is looking forward to lower property taxes.

 

MAYOR'S COMMENTS: Mayor Nieuwenhuis highlighted his goals for the coming year that include attracting new jobs to the City. He will be setting up a Task Force to support the downtown consisting of Chamber, DBA and citizen members. He will be moving public comments to the end of the meeting including a written form to state concerns for non-agenda items.

 

ELECTION OF COUNCIL PRESIDENT, NOMINATIONS BY COUNCIL MEMBERS: Alderman O’Connor moved to nominate Alderman Johnson for Council President. The nomination was seconded by Alderman Stebnitz. Alderman DeWitt moved to nominate Alderman Siedelmann as Council President, seconded by Alderman Kilkenny.

 

The motion to elect Alderman Johnson was a tie with Aldermen Siedelmann, Kilkenny and DeWitt dissenting. Mayor Nieuwenhuis voted in the affirmative. City Attorney Koch was asked to provide a determination if the Mayor is entitled to vote. He interpreted Section 2-2-4(a) of the Municipal Code to entitle the Mayor to vote.

 

ELECTION OF COUNCIL VICE‑PRESIDENT, NOMINATIONS BY COUNCIL MEMBERS: Alderman Kilkenny moved to nominate Alderman Siedelmann as Council Vice-President. The motion was seconded by Alderman DeWitt. The motion to elect Alderman Siedelmann as Council Vice-President carried with Alderman Siedelmann and O’Connor dissenting.

 

MAYOR'S APPOINTMENT OF CITY OFFICERS, UPON RECOMMENDATION OF THE CITY ADMINISTRATOR:

Alderman Johnson moved to approve the Administrator’s appointments. The motion was seconded by Alderman DeWitt and carried unanimously.

 

MAYOR'S APPOINTMENT OF CITY OFFICERS: Alderman DeWitt moved to approve the Mayoral Appointment of Steve Koch as City Attorney. The motion was seconded by Alderman Johnson and carried unanimously. 

                                                           

R-500 Resolution Designating Official Publication and R-501 Resolution Designating Official Depositories: Alderman O’Connor moved to adopt the resolutions designating The Delavan Enterprise as the Official Publication and Community Bank of Delavan as the Official Depository. The motion was seconded by Alderman Stebnitz and carried unanimously.

 

MAYOR'S APPOINTMENT OF COUNCIL COMMITTEES (First name, Chairman; Second name, Vice Chairman) Mayor Nieuwenhuis appointed the following Committees:

Public Works:               O’Connor, Johnson, Siedelmann

Finance:                       DeWitt, O’Connor, Stebnitz

            General Operations:            Johnson, Kilkenny, DeWitt

 

MAYOR’S APPOINTMENT OF BOARD OF APPEALS CHAIRMAN: Mayor Nieuwenhuis appointed Sam Riggs as Chairman of the Board of Appeals.

 

MAYOR'S APPOINTMENTS OF CITIZENS TO BOARDS AND COMMISSIONS:

(Parks and Recreation Commission (3 year term): Alderman Johnson moved to approve Mayor Nieuwenhuis’ appointment of Sam Riggs, seconded by Alderman DeWitt and carried unanimously.  One vacancy still remains on the Commission.

Plan Commission (3 Year Term): Alderman DeWitt moved to approve the appointment of Will Kahabka and Dale Gauger. The motion was seconded by Alderman Kilkenny and carried unanimously.

Police and Fire Commission (5 Year Term): Alderman Johnson moved, seconded by Alderman Stebnitz and unanimously carried to approve the appointment of Ron Henriott.

Delbrook Golf Commission (3 Year Term): Alderman Johnson moved to approve the appointment of Ron Wilson, Sandy Thies, and ­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­Brad Brown to the Delbrook Golf Commission. The motion was seconded by Alderman DeWitt and carried unanimously.

Zoning Board of Appeals (3 Year Term): Alderman DeWitt moved to approve the appointment of Sam Riggs and John Karstetter. The motion was seconded by Alderman Johnson and carried unanimously.

Communications Commission: Alderman Kilkenny moved, seconded by Alderman O’Connor to approve the appointment of Barrett Britt. The motion carried unanimously.

Community Development Authority No candidates were available

 

MAYOR'S APPOINTMENTS OF ALDERMEN TO BOARDS & COMMISSIONS SUBJECT TO COUNCIL APPROVAL: Alderman O’Connor moved, seconded by Alderman Johnson to approve the appointment of Ron Siedelmann to the Water and Sewage Commission. The motion carried unanimously.

Delbrook Golf Commission: Alderman Stebnitz moved, seconded by Alderman DeWitt and unanimously carried to approve the appointment of Jeff Johnson.

Lake Comus Protection and Rehabilitation District: Alderman Johnson moved, seconded by Alderman O’Connor to approve the appointment of Dave Kilkenny. The motion carried unanimously.

Park & Recreation Commission: Alderman O’Connor moved to approve the appointment of Gary Stebnitz. The motion was seconded by Alderman Kilkenny and carried unanimously.

Library Board: Alderman Stebnitz moved to approve the appointment of Mary O’Connor. The motion was seconded by Alderman Johnson and carried unanimously.

Police and Fire Commission: Alderman DeWitt moved to approve the appointment of Ron Siedelmann. The motion was seconded by Alderman Kilkenny and carried unanimously.

Communications Commission: Alderman Kilkenny moved to approve the appointment of Bruce DeWitt. The motion was seconded by Alderman Stebnitz and carried unanimously.

 

ELECTIONS TO BOARDS AND COMMISSION BY COUNCIL: Water & Sewage Commission (3 Year Term): Alderman Johnson moved, seconded by Alderman Stebnitz and unanimously carried to approve the appointment of Wayne Hilbelink.

City Plan Commission (1 Year Term): Alderman Kilkenny moved, seconded by Alderman O’Connor to approve the appointment of Gary Stebnitz. The motion carried unanimously.

City Plan Commission (1Year Term) Alderman O’Connor moved, seconded by Alderman Johnson to approve the appointment of Mayor Nieuwenhuis. The motion carried unanimously.

Industrial Park Development Review Committee (1 Year Term): Alderman O’Connor moved, seconded by Alderman Kilkenny to approve the appointment of Gary Stebnitz. The motion carried unanimously.

 

MAYOR’S APPOINTMENT OF PLAN COMMISSION CHAIRMAN: Mel Nieuwenhuis

 

OTHER APPOINTMENTS - Weed Commissioner - Ben Koch

Town of Delavan Lake Committee: Alderman O’Connor moved, seconded by Alderman DeWitt to approve the appointment of Mel Nieuwenhuis. The motion carried unanimously.

Community Development Authority: Alderman O’Connor moved, seconded by Alderman Stebnitz to approve the appointment of Ron Siedelmann and Dave Kilkenny. The motion carried unanimously.

 

ADJOURN: There being no further business to come the organization meeting of the Common Council, the meeting adjourned at 7:10 p.m. upon a motion by Alderman O’Connor, seconded by Alderman Johnson and unanimously carried.
